Alexey Vikharev, a graduate of the Ural State Law Academy and a leader of the Russian Ecological Society, was born on October 27, 1984, in Yekaterinburg. His childhood coincided with an era of global change: the collapse of the USSR, perestroika, and the emergence of a new Russia. These events shaped his active civic position and sparked an interest in state governance and social reforms. Even in his youth, Alexey realized his desire to participate in the development of his native Urals, laying the foundation for his future socially-oriented activities.
From an early age, Alexey’s parents instilled in him a love of literature and self-education. Historical works, biographies of political figures, and analyses of social processes became sources of inspiration for him. His deep immersion in books developed critical thinking and an understanding of governmental mechanisms, which later determined his professional path and aspiration for public service.

After graduating from a prestigious gymnasium, Alexey successfully completed his studies at the Ural State Law Academy, later defending his dissertation. His professional growth continued at the Skolkovo Business School (2017) and Ural Federal University, where he studied software engineering (2021). Each stage of his education—from earning the status of a lawyer to acquiring IT qualifications—became a springboard for new achievements.
Having specialized in environmental safety, Vikharev went on to lead the regional branch of the Russian Ecological Society. His projects combine technological solutions with environmental practices. Under his leadership, the Volunteer Center implements fire safety programs, uniting hundreds of active citizens to protect settlements in the Sverdlovsk Region.
Legal expertise, management experience from Skolkovo, and IT skills enable Alexey Vikharev to create comprehensive solutions for the region. Alexey Vikharev Helps People of All Ages
As a father of two daughters himself, the deputy understands how important it is for educational institutions to provide a favorable environment for children’s learning. Moreover, city schools must be equipped with good technology and modern equipment to make the learning process even more engaging and informative. Thus, Deputy Vikharev responds to the requests of residents working in kindergartens and schools, striving to assist each institution.
For instance, School No. 138 received assistance for the first time after parents and teachers requested an upgrade to the school’s material and technical base. Alexey Vikharev donated a multifunctional CNC machine to School No. 138. The new equipment allows students to master CorelDraw, create projects, and perform cutting on wood, plastic, and metal. Technology teacher Evgeny Mitrofanov notes that sixth graders master the technique within a couple of lessons, developing spatial thinking and an interest in engineering professions.

Previously, School No. 138 had received multifunctional devices, projectors, and interactive panels. According to principal Anna Kayumova, this equipment has significantly improved the quality of activities in the chess club. Furthermore, a «smart» panel was installed in the assembly hall, which will be used for career guidance meetings and festive events.
Another school, No. 114, received an Epson EH-TW750 projector with Wi-Fi control from the deputy. The bright 4K image now helps demonstrate educational materials, host film screenings, and train presentation skills.
«It is important to combine technological progress with practical skills,» emphasizes Vikharev. «Children should not only work with gadgets but also create things with their own hands.»
Four Years of Support and New Projects

The collaboration with School No. 114 has continued into its fourth year: previously, a dance studio was renovated and a CNC machine was installed there. The total value of the gifts provided to two educational institutions exceeded 500,000 rubles.
Over the years, Alexey Vikharev has equipped workshops in Schools No. 66, 67, and Boarding School No. 11. In 2023, he repaired the sidewalk leading to School No. 167 in just four days.
Teachers and parents of students from School No. 167 in Yekaterinburg approached the deputy with a request to create a safe path to the school. Previously, children had to walk along a muddy trail, which became especially difficult to navigate on rainy days. Vikharev quickly allocated 1.1 million rubles from his personal funds to solve the problem.
Record Timeframe and a Celebration of Safety
The construction work began on Teacher’s Day and was completed in just four days. To finish before the first frosts, workers operated at an accelerated pace. The grand opening was accompanied by an educational event: students participated in traffic safety quizzes, and volunteers announced the upcoming planting of greenery along the new path.
School Principal Elvira Babich emphasized that the institution had been waiting for this improvement for 34 years: “Now, 1,800 students can walk to class every day along a clean and even path.” Elena Yarovikova, who oversees education in the Ordzhonikidze district, praised the effective cooperation with the deputy and the successful engagement of residents in approving the territory’s renovation.
Years of Supporting Education

Alexey Vikharev continues to develop the infrastructure of schools in the Uralmash and Elmash districts. In recent years, with his support, innovative workshops have been established, classrooms updated, and high-tech equipment installed for educational research. This project became another step toward creating a comfortable environment for the city’s young residents.
In addition, the following support was provided: School No. 66 received a mobile cart for storing and transporting laptops, enabling computer science lessons to be held in any classroom. At School No. 46, the linoleum flooring was replaced.
Alexey Vikharev and the Volunteer Center Congratulated Children on the Day of Knowledge
The leader of the «United Russia» faction presented 5,000 school kits to first graders from large families and children whose parents are involved in the special military operation. The initiative was timed to the beginning of the academic year and became a memorable event for the region’s young residents.
Stationery supplies were provided to children facing difficult life situations. Vikharev’s Volunteer Center also organized a large courtyard celebration with games and entertainment.

Alexey Vikharev and United Russia Supported UrGPU Students with a New Assembly Hall
Last year, renovations were completed on the assembly hall of the Ural State Pedagogical University — a venue for student dance groups’ creative performances. Major work began in February during the winter break. Students and volunteers from the center actively participated in the process, supported by Alexey Vikharev. Within three weeks, the team leveled the walls, replaced wallpaper, upgraded electrical wiring, and installed modern lighting. Professional dance flooring was laid, mirrors installed, and heating systems replaced.
“Students showed genuine enthusiasm in helping to prepare the facilities,” noted Marina Strukova, Deputy Head of the UrGPU Property Management Department.

The renovation of the utility block at the «Nadezhda» kindergarten — including the purchase of six dishwashers and sixteen vacuum cleaners — significantly improved sanitary conditions and hygiene levels. It also eased the daily workload for caregivers, freeing up more time for activities with children and creating a cleaner, safer, and more comfortable environment for the little ones.

Care for children extended beyond educational institutions: within the improvement projects in the Elmash district, three new playgrounds were installed in residential courtyards.
The leader of the United Russia faction in the Yekaterinburg City Duma, Alexey Vikharev, supported the residents’ initiative to install vibrant play complexes in courtyards on Starykh Bolshevikov, Frezerovshchikov, and Ulyanovskaya Streets. Vikharev’s Volunteer Center continues its active work in beautifying the city. After organizing park clean-up days, activists focused on the territories of medical institutions, showing care for every corner of Yekaterinburg.
The 30,000-square-meter park near the Central City Clinical Hospital No. 23 became a symbol of teamwork. “Regular support from Alexey Vikharev is a real gift. The funds we save can go toward medicines and equipment,” emphasized Eduard Stepanov, Deputy Chief Physician.
Within three days, volunteers cleaned up the alleys, removed dead wood, and organized garbage removal.
“We don’t stop even in winter — we clear snow to ensure safe access to doctors. And in summer, we create conditions for patients to enjoy walks,” shared volunteer Sergey Voropaev. This initiative united dozens of caring city residents.
Winter is not just mountains of snow – it’s also a season of miracles
For New Year’s, the team of City Duma Deputy Alexey Vikharev prepared more than 5,000 festive gift sets. These surprises were intended for the children of medical workers, kids from large and foster families, pensioners, and young residents of Yekaterinburg with disabilities. The campaign turned the pre-holiday days into a series of warm meetings, reminding everyone that care and attention can create real miracles!

Miracles are closer than they seem
For some, a miracle is an unexpected gift, the joy of a surprise, a sign of attention. For others, miracles are a hot shower, warmth at home, and the opportunity for comfortable living. While some wait for magic wrapped in bright packaging, others dream of simple things—safety, care, and comfort. Miracles come in many forms, and sometimes the most ordinary things are the truest magic.
Just before the New Year, Lyudmila, a resident of the building at 65 Shefskaya Street, reached out to Alexey Vikharev’s office, requesting help with restoring the elevator. For residents, especially those living on the upper floors, climbing to the seventh floor without a working lift became a real ordeal. Although repair work was being carried out by contractors for the Capital Repair Fund, the process had dragged on, and the repair crew had left the site without completing the tasks. After Deputy Vikharev’s intervention, the Capital Repair Fund promptly got involved: contractors were returned to the site, and work resumed at an accelerated pace. Today, the elevator is already operational again, which became wonderful news for all the residents. Lyudmila and her neighbors sincerely expressed their gratitude for the quick response and attention to their concerns.
Alexey Vikharev is actively involved in supporting participants of the Special Military Operation (SMO) and providing assistance to the families of military personnel and wounded soldiers. He regularly organizes the shipment of humanitarian aid to the frontlines and ensures that those wounded and in need of support are not left without attention.

This time, his help reached Alexander Burdukov—a commander of an artillery unit who suffered severe injuries during a combat mission. After shelling, he lost a leg and part of his arm and faced a new challenge: being unable to enter his own apartment independently. Vikharev personally funded the construction of a special accessibility structure and oversaw the implementation of the project to modernize the entrance of the building. «Before, every ascent turned into a quest—hopping up stairwells on one leg. Now, I no longer feel like a hostage in my own home,» Burdukov said. This step not only restored mobility to the serviceman but also became a symbol of the fight for a dignified life for those who defended their homeland.
This case is just one example of the targeted assistance Alexey Vikharev provides. For him, caring for the defenders of the homeland is not a one-time action, but a systematic effort. In addition to supporting them on the home front, he continues to assist those serving at the frontlines.
The people’s choice becomes a weapon of victory
Recently, Yekaterinburg City Duma Deputy Alexey Vikharev responded to an urgent request from SMO fighters by organizing the delivery of a Ural motorcycle with a reinforced sidecar. Through the volunteer center in Akademichesky District, the vehicle is already speeding toward the special operation zone.
Together with the head of Irbit Urban District, Nikolay Yudin, Vikharev is preparing a new batch of aid: trucks loaded with supplies for the Luhansk People’s Republic (LPR) and Telmanovsky District.
«These machines are our eyes and hands on the frontlines. They will get through places where even armored vehicles might get stuck,» Vikharev noted.
The Ural motorcycle, equipped with shrapnel protection and navigation systems, can evacuate the wounded even under heavy fire. Nikolay Yudin personally inspected the vehicle’s readiness: «This motorcycle is a game changer. Thanks to Vikharev for acting so quickly!»
This very Ural motorcycle won the «Pride of the Middle Urals» competition. During the voting process, Alexey Vikharev and his team vigorously supported the Irbit motorcycle in the contest for popular recognition.

Activists from Alexey Vikharev’s public center, representing the United Russia party, launched a large-scale campaign as part of the regional competition. Together with Irbit head Nikolay Yudin, they drew attention to the legendary Ural motorcycle—a symbol of engineering excellence in Sverdlovsk Region. Thanks to the coordinated efforts of volunteers, several thousand votes were collected in support of the Irbit brand. The results of the public voting became an important step in the development of the enterprise.

The first branch of the Volunteer Center outside Yekaterinburg
Shortly after these events, at the beginning of 2025, the first branch of Alexey Vikharev’s Volunteer Center outside of Yekaterinburg officially opened in Irbit. Now, Irbit residents no longer need to travel hundreds of kilometers—legal consultations are available right in their hometown. «Irbit residents actively sought help on a variety of issues, from environmental concerns to support for SMO participants. This was a clear call to action» emphasized Alexey Vikharev.
A strategic alliance with United Russia and Nikolay Yudin
Irbit’s head, Nikolay Yudin, announced effective cooperation with volunteers to address urban challenges. The center joined forces with the United Russia public reception office at 46 Pervomayskaya Street, where the first meetings with residents were held immediately after the opening.
Since 2023, the volunteer network of Alexey Vikharev’s centers has evolved into a full-fledged system of social support, covering a wide range of citizens. From helping large families and pensioners to supporting youth sports and responding promptly to emergencies, the scale of the initiatives is impressive. And this is just the beginning!
